Sylvia Ospina

Sylvia Ospina specializes in the legal/regulatory aspects of satellite communications and related space law activities (frequency coordination and launches). She received her J.D. from New York Law School, NY, and a Master’s degree (LL.M.) from McGill University’s Institute of Air and Space Law, Montreal, Canada. She has worked in the private sector as Director, Regulatory Affairs (Latin America) for ICO Global Communications, and as Senior International Policy Advisor, COMSAT World Systems, Washington, DC.

Dr. Ospina has also worked as a consultant for private consulting firms and for various international organizations, among them the World Bank, the European Commission in Bruxelles, Belgium, where she was Expert Satellite Telecommunications Consultant. She was in-country consultant for the International Telecommunication Union (ITU) in several countries. She was invited by the UN Office on Outer Space Affairs (OOSA) to participate in seminars on capacity-building and the development of national space law, in The Hague, NL, Rio de Janeiro, Brazil, and Buenos Aires, Argentina. In addition she has participated in numerous seminars and conferences on satellite communications and national development, and has published many articles on different aspects of satellite communications and space activities. She has coached the STU Lachs Moot Court team for several years, and taught an intensive course in space law at STU, and the University of Miami School of Law.

Dr. Ospina is fluent in written/spoken English, French and Spanish; conversant in German, Italian and Portuguese. She is a member of the Board of Directors of the International Institute of Space Law (IISL), a Full Member of the International Academy of Astronautics (IAA) and a Senior Member of the American Institute of Aeronautics and Astronautics (AIAA). She also served as Secretary of the Board of Arts at St. Johns, Miami Beach. She has worked as an independent consultant for several years, and currently lives in Miami, Florida.
